problem swapping device

I have a problem swapping device. I bought unlocked iPhone SE from apple store and trying to swap. First time I chatted with representative, he said he can activate but BYOD sim kit is needed. After I got sim kit, back to chat, another representative said that my new phone is not eligible to swap. I don't understand why each person tell me different. Anyway, Can anybody help me to use my new iPhone SE?
