Switch Device 8 to 11

At least I see I'm not the only one having issues with swapping to an 11. 



I've entered my IMEI and ICCID so many times at this point. I keep getting the same response 'Problem Occurred, please try again later'. So I do. 


I can't call because my old phone is in bad condition and I can't call on this phone because it's not activated. Please help
