Brand new Coolpad Surf won't activate "Device does not appear to be eligible for activation"

I purchased a Coolpad Surf directly from the Boost mobile website and having received it, I'm trying to activate.  When trying to activate it on the Boost website, it tells me "Device does not appear to be eligible for activation".  Who can get this fixed and activated?

To send a Private Message you can go to your profile and click on the icon with an envelope. Then you enter the username of the person you want to send a message to and the subject. Or you can go to the user profile by clicking on the username and click on "Send this user a Private Message".

PM sent with IMEI because there is no phone number, it didn't/won't activate.

I spoke with customer service by phone and they resolved my issue.
