Charged twice ?

I paid my bill today and changed my plan to the 50$ ( I previously had the 35$ )
And I got charged for both? I need to be refunded the 35$ , I paid 50 for the plan I basically got ripped off 35 $ ? How do I solve this, I emailed already but no response
