Throttling and no access

For the last 2 months, not only am I being throttled every day, there is a chunk of time each day where I don't get access at all. This can't be because of data usage because it happens even at the beginning of the month. The throttling is from about 9:00-19:00. I know that that period of time is high volume. BUT... I get throttled every day, from the beginning of the month. I'm very frustrated. My plan is unlimited. My current month is. 9/6/18-10/7/18. So far I have used 6.7 GB of data.

Ever since we changed plans, our service stinks. I bought a new j7 refine and I can't get more than 2 or 3 bars when my old j3 emerge got full bars. The boost techs all tell me to try the same things but no improvement.
