Can't activate new phone

I've had one phone that is already on the Boost Mobile network. I bought a new phone, Xiaomi Mi 9, and put the old sim card into the new phone. I've tried activating the new phone, but I get the following error:

 

general_application_exception-Server.704:nms_exception: Server.704:NMS returned status_code=49, status_text=INVALID_PHONE_OWNERSHIP: Phone owner can not be PLBL.

 

What should I do to activate the phone?
