Adding a Line & Porting from Verizon

I am trying to add a second line onto my account for my boyfriend and get his new phone activated. We went through the process of adding a line for him but when it went to port his phone number over from Verizon at the very end, it stopped working and deleted the second line. When I tried to add him back on, it's now saying his number isn't eligible for porting and won't let me go through the rest of the process again. We even tried setting him up on his own separate plan and got the same error message. Any tips/tricks/help?
