replacement phone issue

I just went through my insurance with brightstar and they sent me a replacement phone with the directions  for how to activate it. I did so by going online and typing in the new IMEI and the service still has not switched from my old phone to my new one. I tried to do it again and its telling me i cannot enter this IMEI
