ACCOUNT LOCKED

so i had an iPhone and i broke it so i got a new one and when i tried to put my old SIM card from my old iPhone into the new one it waited 2 minutes then said “ the network did not respond in time the SIM card has locked please power cycle the device and if the problem persists contact customer services” ??? I’m wondering if it has something to do with the payment of the account or that my phone broke and maybe like it canceled the account ? Idk please help ASAP
