Not receiving text messages. MSG 2111, reactivated, ALLOW ALL set.

Question

Samsung Galaxy J3. Just purchased the device and activated. I can send messages but everyone who sends one to my number gets the msg 2111. I've seen a few other get this fixed but it seems like it happens a lot.

Immediately. I just purchased the phone and activated it last night. Have never been able to receive. I have tried Allow all and calling ##78276# (can't remember exact number) to factory reset the phone, but I did check forums for solutions but none worked.
