Charge on my bill 'clearly' identified as RPL - RBA. Why do they do this ?

This is a new BS charge for all pay as you go plans, but why did i have to google it to find that out, why can't they just say $5 monthly pay us now fee ?

Why can't things on my bill be clearly identified in English ? I mean, WHY is it so confusing ? Is there any logical reason not to say what something is ? There is NO WAY any normal person would be able to decode this cryptic message.
