Unable to Transfer line to new iPhone XR

So I recently had gotten my iPhone Xr in the mail and was going from my IPhone 8 to the Xr. When I was trying to switch my line on over, it did not allow me and asked for a firmware update for my Xr in which I already did but still showed up the same.

Yes I was unable to at first but then it’s now up to date
