"your account could not be validated, please contact customer services"

I bought a new phone to transfer my number to and that's the message I got when trying to make calls. I tried resetting it and calling the automated help line, but it still wouldn't work. I took it to a boost store and some old lady took my 20$ to attempt to activate it but she couldn't help me either. She talked to her customer care person for hours. After four hours they said that it must just be a defective device, so I returned that phone and bought a new one, but the new phone is still having the same problems activating. The sim card is original. the phone is not stolen, and my bill is paid. Can someone tell me whats going on?
