Issues activating new account

I'm trying to activate a new account. I get to the step where it asks me to select a plan, and there are no selections offered. I've tried this on 2 devices, and still can't find a way to choose the plan.

Okay, now I know what the issue is, I've managed to talk to a customer service rep. Apparently, Boost can't activate a phone that doesn't use 5G. My SiM is currently locked, so I need to have it unlocked. After spending hours on this, the rep was trying to unlock it, and hour call was disconnected. Can one of you please help me here? (The phone was purchased in 2019, used as a medical device and never activated, but I need it for my daughter now.) Please help!
