Need to switch secondary user to primary on on family plan..

Need to change from me who is primary, to Elizabeth, who currently is secondary, however she is the one that pays the bills, phone bill etc...

 Can we do that,and still keep the same phone numbers, and account balances? 

Trying to figure all this out before we get started on our next monthly bill cycle. Thank you. I can provide any and all necessary information.
